RECRUITMENT AND SELECTION

Do adverts have to be resubmitted if vacancies are being re-advertised?

Yes, but managers can copy the content of a previous vacancy by selecting the copy from vacancy option when completing the vacancy template on the recruitment site. Any changes necessary can be made to the template before it is sent to HR for approval.

Do all the competencies have to be covered when completing an application form?

No, it will depend on what competencies are being tested for short listing purposes. If you are applying for an external post via the Council website, the competency questions you need to answer will be pulled through automatically.

Alternatively, if you are applying via Inform, the competencies you will need to address will be highlighted in bold on the person specification which is also displayed on Inform.

How can 'internal only' posts be applied for?

Employees can access the Council’s internal recruitment website via inform and complete an application form online (the site can also be accessed from home via the link on the Vacancies page on Inform). Alternatively, applications forms can be obtained by contacting Recruitment Advertising on (01443) 425005 or via email on recruitment@rctcbc.gov.uk.

How do I recruit to a post?

If the post is already on Vision and the post holder has left, you need to review the post first to establish the following;

Is the post still needed?

If so should it be the same as currently?

Does the job description need updating?

If there are any changes to be made to the post these should be done first and the post evaluated again before advertising.

Once this has been done the post can be advertised using e-recruitment.

If it is a new post then a Job Description and Person Specification Pro Forma must be completed and evaluated. The pro forma can be accessed here.

A Post Creation Form must then be submitted so that the post can be created in Vision before it is advertised. The Post Creation Form can be accessed here.

When all relevant information is available the post can be advertised using the Council’s e-recruitment site. Further information can be found on the e-recruitment page on Inform.

One to two days. All application forms are dispatched by first class post.

How often are the jobs on Inform updated?

A weekly bulletin is produced every Wednesday on Inform.

How quickly can the new employee start?

That depends on the pre employment checks required and the notice given. Human Resources will advise when all the checks have been completed and you can agree a start date then.

How should interview questions be compiled?

Questions should be based on the competencies that appear on the person specification and Human Resources can help with this.

Training is available through the People Development Team and new managers should take advantage of this as soon as possible.

If a manager is on holiday for the short listing and interviews, can someone else interview in their place?

A manager should take in to account annual leave dates when identifying dates for short listing and interviews to avoid this occurring.

The manager who placed the advert and who is identified as a panel member should participate in the whole process.

If an employee is covering the work, can they just have the post?

That depends on how long they have been doing the duties and whether it was a vacant post. If they have been covering a vacant post for more than 2 years then they may be able to claim it. Advice should be sought from Human Resources.
