INCLEMENT WEATHER

If an employee has a disability do they have to come to work during inclement weather?

If the disability is affected by the inclement weather the employee should have already completed the Inclement Weather Conditions Register Form attached to the Inclement Weather Policy.

There will be an agreed course of action that takes into account how adverse weather conditions may affect the disability and the employees' attendance at work.

The employee will still be required to contact their manager prior to the commencement of the working day.

If an employee is pregnant do they need to come to work during inclement weather?

This should be discussed with the line manager and if necessary an Inclement Weather Conditions Register Form should be completed.

If the manager is already aware that the employee is pregnant and their mobility is affected by the pregnancy the manager can make a decision as to whether they feel that the employee should come in to work.

If the manager has not yet been informed of the pregnancy then the employee should either come to work or request leave in line with the Inclement Weather Policy.

The manager must always be contacted on the day to advise them of the circumstances.

If I book leave, then ten minutes later everyone is sent home because of the weather conditions, can I cancel my leave?

No, your leave will stand.

What flexi can be claimed if employees are sent home early or arrive at work late due to inclement weather?

Only the hours that they were actually in work should be claimed. Senior management will make a decision at a later date whether any additional basic time can be claimed. There is no guarantee that any additional time will be granted.

What if public transport is not running during inclement weather?

Reasonable attempts should have been made to find alternative means of transport, e.g. obtaining lifts from other employees, walking to work etc.

In the event that an employee is unable to attend their normal workplace and it is impossible to attend the agreed alternative work place they should contact their line manager and may be able to take annual leave, flexi-time, TOIL or make an application for unpaid leave.

What if the school my child attends closes due to inclement weather?

If there is an unforeseen closure of the school due to inclement weather and there is an absence of appropriate childcare arrangements, then Emergency Leave may apply as per the Leave of Absence Policy and if agreed, paid time will be granted for up to the first day of absence.

This will not apply if you were aware the previous day that the school would be closed. If the school remains closed or other childcare arrangements cannot be made beyond the first day, you will need to make alternative arrangements and attend work.

If this is not possible, you would need to take annual leave, flexi-time, TOIL or make an application for unpaid leave.

What should a manager do in the event of inclement weather?

Plans should be put in place before inclement weather occurs as set out in the Inclement Weather Policy.

A manager should ensure that all staff have contact numbers for him/her, or for a central contact if that is appropriate, and ensure that plans are in place for any vulnerable employees such as those with a disability or who may be heavily pregnant when inclement weather is likely to occur as identified in the Inclement Weather Conditions Register Form.

What should an employee do if they cannot get to their normal place of work due to the inclement weather?

In the first instance the line manager, or whoever has been identified as the contact point, should be contacted as soon as possible.

Employees may attend an alternative place of work only if this has been agreed with their manager in advance and is a building where the employee is able to undertake their normal work or able to undertake work for the service manager on site.

Employees cannot just report to the nearest council building on the day of inclement weather. It may also be possible to take leave, TOIL or flexi on the day but this must also be agreed with the line manager.

What should an employee living outside Rhondda Cynon Taf do in inclement weather?

The Inclement Weather Policy applies equally to all staff regardless of the proximity of employees' home to their place of work.

Who should an employee contact in the event of inclement weather?

Employees should always contact their line manager and should have been given a contact number to use in the case of the manager not being able to get to the office.
