HONORARIUM POLICY

An honorarium payment has continued for 2 years. Does the employee have a claim to the extra duties? Can the employee's post be regraded?

An honorarium should not last longer than 12 months. If this situation does occur it may be covered under the Regrading Application Policy but the employee will need to discuss this with their manager.

The Council's Regrading Application Policy can be accessed here.

No the payments will not continue but they will be used when calculating the maternity pay/entitlement if the employee is receiving it at their qualifying week (15 weeks before the expected due date).

Is there an extra payment for doing extra duties?

Not always. If the duties are commensurate with the current grade i.e. someone may take on more duties but they are not those of a higher grade, then no additional payment will be made. Payment will only be considered if the duties are part of a higher graded post as per the Honorarium Policy.

The Council’s Honorarium Policy can be accessed here.

What additional pay is someone entitled to if they are covering some of the duties of their manager?

The appropriate manager or Head of Service will need to determine the percentage of the duties which are being covered (25%, 50% or 75%) and the additional payment would be based on this as per the Honorarium Policy.

An example of how this may work can be accessed here.

Any additional payment has to be approved by a Head of Service or above before any payment can be made.

The Council's Honorarium Policy can be accessed here.

What is an employee entitled to if they cover duties of a higher graded post whilst the postholder is on maternity leave?

If someone is covering the full range of duties of a higher graded post a secondment into the post should be arranged. The manager would need to complete a secondment form and have this agreed. Please refer to the Secondment Policy.

The Council's Secondment Policy can be accessed here.
